- [1] On April 20, 1968, Pearson resigned as Prime Minister and the Twentieth Ministry assumed office. It was composed of twenty-one ministers from the Nineteenth Ministry and three additional Ministers without Portfolio. The Ministry resigned on June 3, 1979.

- [3] Greene was appointed Minister of Energy, Mines and Resources on July 6 July, 1968.
- [4] The office of Minister of Communications was created by Statute 17-18 Eliz. II, c. 28, assented to on March 28, 1969 and proclaimed in force on April 1, 1969. By this Act the Minister of Communications was ex officio the Postmaster General. The office of Postmaster General was recreated by Statute 1970-71-72 Eliz. II, c. 42, assented to on May 26, 1971 and in force on June 11, 1971.

- [15] Abbott was appointed Minister of Consumer and Corporate Affairs on September 14, 1976; Minister of State (Small Businesses) on September 16, 1977; he was assigned by Order in Council P.C. 1977-2797 of September 29, 1977 to assist the Minister of Industry, Trade and Commerce in the carrying out of the latter's responsibilities in respect of the policies and programs related to small business firms and was given the title "Minister of State (Small Businesses)". On November 24, 1978 he was also appointed Minister of National Revenue.
- [16] Allmand was appointed Minister of Indian Affairs and Northern Development on September 14, 1976 and Minister of Consumer and Corporate Affairs on September 16, 1977.
- [17] From July 25, 1963 to July 12, 1968, pursuant to Statute 12 Eliz. II, c. 3, the Minister of Industry exercised all the duties, powers and functions of the Minister of Defence Production. On July 12, 1968, by Order in Council pursuant to the Public Service Rearrangement and Transfer of Duties Act, these powers were transferred back to the Minister of Defence Production.
- [18] The office of Minister of Defence Production was abolished and the office of Minister of Supply and Services created by Statute 17-18 Eliz. II, ch. 28, assented to on March 28, 1969 and in force on April 1, 1969. By this Act the Minister of Supply and Services is ex officio the Receiver General of Canada, the office having been previously held ex officio by the Minister of Finance.
- [19] Drury was appointed Minister of Defence Production, Minister of Industry and Minister of Trade and Commerce on April 20, 1968. He was appointed President of the Treasury Board on July 6, 1968; Minister of State for Science and Technology and Minister of Public Works on August 8, 1974. He resigned on September 13, 1976.
- [20] Jamieson was appointed Minister of Defence Production on July 6, 1968; Minister of Supply and Services on April 1, 1969; Minister of Transport on May 5, 1969; Minister of Regional Economic Expansion on November 27, 1972; Minister of Industry, Trade and Commerce on September 26, 1975; and Secretary of State for External Affairs on September 14, 1976.
- [21] The Ministry of State for Science and Technology was proclaimed on August 12, 1971 under the Ministries and Ministers of State Act, 19-20 Eliz. II, 1970-71, c. 42, Part IV.
- [22] The office of Minister of Employment and Immigration was created by Statute 25-26 Eliz. II, c. 54, assented to on August 5, 1977 and in force on August 15, 1977.

- [24] Pepin was appointed Minister of Energy, Mines and Resources and Minister of Labour on April 20, 1968; Minister of Industry and Minister of Trade and Commerce on July 6, 1968 and Minister of Industry, Trade and Commerce on April 1, 1969.
- [25] Macdonald was appointed Minister without Portfolio on April 20, 1968; President of the Privy Council on July 6, 1968; Minister of National Defence on September 24, 1970; Minister of Energy, Mines and Resources on January 28, 1972 and Minister of Finance on September 26, 1975. He resigned on September 15, 1977.
- [26] Gillespie was appointed Minister of Industry, Trade and Commerce on November 27, 1972 and Minister of Energy, Mines and Resources on September 26, 1975.
- [27] The office of Minister of the Environment was created by Statute 19-20 Eliz. II, c. 42 assented to on May 26, 1971 and in force June 11, 1971. By this Act the Minister of the Environment is the Minister of Fisheries. Government Organization Act 1979 deleted the duties of the Minister of Fisheries and created the Department of Fisheries and Oceans.
- [28] Davis was appointed Minister of Fisheries on July 6, 1968; Minister of Fisheries and Forestry on April 1, 1069 and Minister of the Environment on June 11, 1971.
- [29] Jean Marchand was appointed Minister of Manpower and Immigration and Secretary of State on April 20, 1968; Minister of Forestry and Rural Development on July 6, 1968; Minister of Regional Economic Expansion on April 1, 1969; Minister of Transport on November 27, 1972; Minister without Portfolio on September 26, 1975; and Minister of the Environment on January 22, 1976. He resigned on June 30, 1976.
- [30] LeBlanc was assigned by Order in Council P.C. 1974-1837 of August 8, 1974 to assist the Minister of the Environment to carry out the latter's responsibilities as Minister of Fisheries. Also the powers, duties and functions of the Minister of the Environment under various Acts relating to fisheries were transferred to Mr. LeBlanc by Order in Council P.C. 1974-1839 of August 8, 1974. Mr. LeBlanc was given the title "Minister of State (Fisheries)". He was appointed Minister of the Environment on September 14, 1976 and given the title "Minister of Fisheries and Environment". He became Minister of Fisheries and Oceans on April 2, 1979.
- [31] Leonard Stephen Marchand was assigned by Order in Council P.C. 1976-2424 of September 30, 1976 to assist the Minister of Industry, Trade and Commerce in the carrying out of the latter's responsibilities in respect of the policies and programs related to small business firms and was given the title "Minister of State (Small Businesses)". He was assigned by Order in Council P.C. 1977-2796 of September 29, 1977 to assist the Minister of Fisheries and the Environment ir the carrying out of the latter's responsibilities in respect to the policies and programs related to Environment and was given the title "Minister of State (Environment)".
- [32] Sharp was appointed Secretary of State for External Affairs on April 20, 1968 and President of the Privy Council on August 8, 1974. He resigned on September 14, 1976.
- [33] MacEachen was appointed Minister of Manpower and Immigration on July 6, 1968; President of the Privy Council on September 24, 1970; Secretary of State for External Affairs on August 8, 1974; President of the Privy Council on September 14, 1976 and was given the title "Deputy Prime Minister" on September 16, 1977.
- [34] Benson was appointed Minister of Finance and President of the Treasury Board on April 20, 1968; he was appointed Minister of National Defence on January 28, 1972.
- [35] Chrétien was appointed Minister of Indian Affairs and Northern Development on July 6, 1968; President of the Treasury Board on August 8, 1974; Minister of Industry, Trade and Commerce on September 14, 1976 and Minister of Finance on September 16, 1977.
- [36] The offices of Minister of Fisheries and Minister of Forestry and Rural Development were abolished and the office of Minister of Fisheries and Forestry created by Statute 17-18 Eliz. II, c. 28, assented to on March 28, 1969 and in force on April 1, 1969.

He was replaced by Marc Lalonde on November 24, 1978.
- [43] Lalonde was appointed Minister of National Health and Welfare on November 27, 1972; he was assigned to assist the Prime Minister in matters related to Federal-Provincial Relations and was given the title "Minister of State for Federal-Provincial Relations" on September 16, 1977. He was appointed Minister of Justice and Attorney General on November 24, 1978.
- [44] Munro was appointed Minister without Portfolio on April 20, 1968; Minister of National Health and Welfare on July 6, 1968 and Minister of Labour on November 27, 1972. He resigned on September 7, 1978.
- [45] The ministerial office of Leader of the Government in the Senate was recognized by the appointment of Martin by Commission under the Great Seal of Canada and by section 97 of Statute 17-18 Eliz. II, c. 28, assented to on March 28, 1969 and in force on April 1, 1969. Previously the position was not per se a ministerial office, although occasionally the incumbent held a Cabinet portfolio while serving as Leader of the Government in the Senate.
- [46] The title Minister of State was created under the Ministries and Ministers of State Act, 19-20 Eliz. II, 1970-71, c. 42, Part IV. While no specific duties are given to a Minister of State, he can be assigned by the Governor in Council to assist any Minister or Ministers having responsibilities for any department or other portion of the public service.
- [47] O'Connell was appointed Minister of Labour on January 28, 1972.
- [48] Campagnolo was assigned by Order in Council P.C. 1976-2423 of September 30, 1976 to assist the Minister of National Health and Welfare in carrying out the latter's responsibilities in respect of the policies and program related to fitness and amateur sport and was given the title "Minister of State (Fitness and Amateur Sport)".
- [49] Guay was appointed Minister without Portfolio on November 3, 1976. On April 21,1977, he was assigned by Order in Council P.C. 1977-1129 to assist the Secretary of State of Canada in the carrying out of the latter's responsibilities in respect of the policies and programs related to Multiculturalism and was given the title "Minister of State (Multiculturalism)". He was appointed Minister of National Revenue on September 16, 1977 and summoned to the Senate on March 23, 1978. He resigned on November 23, 1978.
- [50] Cafik was assigned by Order in Council P.C. 1977-2798 of September 29, 1977 to assist the Secretary of State of Canada in the carrying out of the latter's responsibilities in respect of the policies and programs related to Multiculturalism and was given the title "Minister of State (Multiculturalism)".
- [51] Reid was assigned to assist the Prime Minister in matters related to Federal-Provincial Relations and was given the title "Minister of State (Federal-Provincial Relations)".
- [52] Martin was appointed Leader of the Government in the Senate on April 1, 1969.
- [53] Richardson was appointed Minister with Portfolio on July 6, 1968; Minister of Supply and Services on May 5, 1969 and Minister of National Defence on November 27, 1972. He resigned on October 12, 1976.
- [54] Côté was appointed Minister of National Revenue on July 6, 1968; Minister without Portfolio responsible for the Post Office on September 24, 1970 and Postmaster General on June 11, 1971.
- [55] Horner was appointed Minister of Industry, Trade and Commerce on September 16, 1977.
- [56] Lamontagne was appointed Postmaster General on February 2, 1978.
- [57] Bégin was appointed Minister of National Revenue on September 14, 1976 and Minister of National Health and Welfare on September 16, 1977.
- [58] Blais was appointed Solicitor General on February 2, 1978.
- [59] McIlraith was appointed Solicitor General of Canada on July 5, 1968.
- [60] The office of Minister of Regional Economic Expansion was created by Statute 17-18 Eliz. II, c. 28, assented to on March 28, 1969 and in force on April 1, 1969.
- [61] Goyer was appointed Solicitor General of Canada on December 22, 1970 and Minister of Supply and Services on November 27, 1972. He resigned November 23, 1978.
