  • [1] After the defeat of the Government in the general election of February 18, 1980, Clark formally tendered his resignation on March 3, 1980. On the same day the Twenty-Second Ministry took office. It was composed of 33 ministers.

He was assigned by Order in Council P.C. 1982-3066 of September 30, 1982, a Minister of State, to assist the Secretary of State for External Affairs in the carrying out of the latter's responsibilities relating to the conduct of external affairs.

  • [22] By Order in Council P.C. 1980-613 of March 6, 1980, the powers, duties and functions of the Minister of National Health and Welfare under the Fitness and Amateur Sport Act were transferred to the Minister of Labour. That part of the Public Service of Canada known as the Fitness and Amateur Sport Branch of the Department of the Secretary of State of Canada was also transferred to the Minister of Labour. Therefore the Honourable Gerald Regan ceased to hold the title of Minister of State (Sports) on March 5, 1980, as he was also the Minister of Labour.
