  • [1] After the defeat of the Government in the general election of February 18, 1980, Clark formally tendered his resignation on March 3, 1980. On the same day the Twenty-Second Ministry took office. It was composed of 33 ministers.
  • [2] Fox was Minister of Communications; he was also Secretary of State for Canada until September 21, 1981.
  • [3] The French title Ministre de la Consommation et des Corporations ["Minister of Consumer and Corporate Affairs"] was changed by the Miscellaneous Statute Law Amendment Act, 1991, which came into effect on February 28, 1992, to the following title: "Ministre de la Consommation et des Affaires commerciales." The new title appears throughout this document.
  • [4] Ouellet was appointed Minister of Consumer and Corporate Affairs and Postmaster General on March 3, 1980 (his appointment as Postmaster General ended on October 15, 2981) and Minister of Labour on August 12, 1983.

  • [10] Chrétien was appointed Minister of Justice and Attorney General of Canada on March 3, 1980; Minister of State for Social Development on June 19, 1980; and Minister of Energy, Mines and Resources on September 10, 1982.

  • [12] Under section 5 of the Government Organization Act, 1983, a Minister for External relations may be appointed to assist the Minister in carrying out his responsibilities relating to the conduct of Canada's international relations.
  • [13] MacEachen was also given the title "Deputy Prime Minister". He was appointed Secretary of State for External Affairs on September 10, 1982.
  • [14] LeBlanc was appointed Minister of Public Works on September 30, 1982.
  • [15] De Bané was assigned by Order in Council P.C. 1982-17 of January 12, 1982, a Minister of State, to assist the Secretary of State for External Affairs in the carrying out of the latter's responsibilities relating to the conduct of international relational relations. He was given the title "Minister of State (External Relations)".
  • [16] The Department of Industry, Trade and Commerce Act was repealed by sec. 15 of the Government Organization Act, 1983 and the Department of Regional Industrial Expansion was created under Part II of the Act and proclaimed effective December 7, 1983.
  • [17] Gray was appointed Minister of Industry, Trade and Commerce on March 3, 1980; Minister of Regional Industrial Expansion on January 12, 1982; and President of the Treasury Board on September 30, 1982.
  • [18] Lumley was appointed Minister of Industry, Trade and Commerce and Minister of Regional Economic Expansion on September 30, 1982 and Minister of Regional Industrial Expansion on December 7, 1983.
  • [19] The Department of External Affairs was re-organized under the Government Organization Act, 1983, 29-30-31-32 Eliz. II, c. 167, Part I and proclaimed effective December 7, 1983. Under sec. 4 a Minister for International Trade shall be appointed to assist the Minister in carrying out his responsibilities relating to international trade.
  • [20] Regan was also Minister of State (Sports) until March 5, 1980. He was appointed Secretary of State of Canada on September 22, 1981.
  • [21] Caccia was appointed Minister of the Environment on August 12, 1983.
  • [22] Perrault was appointed Minister of State (Fitness and Amateur Sports) on September 30, 1982.
  • [23] Lamontagne was appointed Minister of National Defence and Minister of Veterans Affairs. He ceased to be a member of the Ministry effective August 11, 1983 and was later appointed Lieutenant Governor of Quebec on February 24, 1984.
  • [24] Rompkey was appointed Minister of State (Small Businesses) on September 30, 1982.
  • [25] Pinard was also Government Leader in the House of Commons.
  • [26] Cosgrove was assigned by Order in Council 1982-3067 of September 30, 1982, a Minister of State, to assist the Minister of Finance. He was given the title "Minister of State (Finance)".
  • [27] The Office of Minister of Regional Economic Expansion was created by Statute 17-18 Eliz. II, c. 28, assented to on March 28, 1969.
